What are the dog attack laws in Connecticut?
Today my neighbor's dog Jake was attacked by another neighborhood dog. A little kid was walking a pit bull almost that he obviously couldn't control given the size of it when it pulled away and ran into my neighbors yard and started attacking. Jake was not on a leash but never leaves his yard and is friendly to both humans and other animals. He was injured and the pit bull was not other than being hit on the nose by my neighbor to get it off Jake. My neighbor held the pit bull on its leash and waited while the kid went and got his father. When he arrived back his father went off on my neighbor saying he would not pay for any damage and both dog owners started screaming at each other then the father drove off. About five minutes later the mother came back with the kid while my neighbors along with some other neighbors were trying to take care of Jake. She further harassed them by screaming at them for terrifying her kid when her husband is the one who started the previous screaming match. My neighbor never even received an apology. Further more the same pit bull had been seen by a couple of my other neighbors roaming the block lately and dragging the kid across the road. There has got to be some sort of law dealing with this even if it doesn't have to do with dogs because letting a kid who can't be more than ten walk a dog like that by itself isn't responsible parenting.
