Where and when should I go star gazing?

my town is really annoying. In connecticut I couldn't find one place where street lights/niebhors lights ruined your view. and is summer a bad time to go star gazing? and where can i go in connecticut to escape all the lights so i can star gaze. also quick question what is light pollution.
